Objective
To help the Executive Chairman in coordination of implementation of various programs in collaboration with various divisions.Â
The core functions of this Unit are:-
- Maintain the institutional memory of TNCM, GLIA and ARCAN Executive Committee and Technical Coordination Group and Technical Working Groups by being in attendance at Executive Committee Meetings and Technical Coordination Group meetings and compiling documents related to work of the Technical Working Groups;
- Coordinate with Secretariat members to calls meetings of the Technical Coordination Group;
- Maintain an updated schedule of meetings and provide members with adequate advance notice of TNCM, GLIA and ARCAN Executive Committee and Technical Coordinating Group meetings and agendas;
- Prepare realistic agendas and supporting documents, in consultation with the Chair of the Executive Committee and Technical Coordinating Group, and deliver them to members 3 days before the meetings;
- Write up minutes of meetings and distribute them immediately;
- Manage or support communication between the Executive Committee, Technical Coordination Group and Technical Working Groups, and other stakeholders as needed in relation to proposal development, approvals, signing of awards, monitoring and evaluation of programs;
- Make from time-to-time recommendations to further improve efficiency of the TNCM operations, including proposal preparations, start up activities, and program monitoring and evaluation;
- Manage the dissemination and circulation of information related to Global Fund and other international and national sources of funding, such as calls for proposals, decisions taken by the TNCM, and detailed information on proposals for funding;
- Manage the proposal preparation, review and submission process so that Executive Committee members have at least 2 weeks to review proposals and provide signatures for timely submissions;
- Ensure that comments are incorporated and the pre-final draft submitted to members at least five days prior to TNCM meeting, and at least ten days prior to GFATM deadline;
- Liaise with TNCM Executive Committee and Technical Coordination Group on issues pertaining to the identification and participation of implementing partners in preparation of proposals and transition activities;
- Maintain communications with GFATM Program Managers in regard to request for information, scheduling of visits, and other matters related to proposal preparation, assessments, signing of agreements, disbursements, and submission of progress reports and financial statements; and
- Facilitate planning, review meetings, monitoring visits and any other special missions of the Global Fund Projects, UN Joint Program, GLIA and ARCAN.
